About ENCON2

  Under the Patronage of His Excellency Sheikh Nasser Sabah Al-Ahmad Al-Sabah, First Deputy Prime Minister and Minister of Defense – Chairman of the Supreme Council for Planning and Development, the Federation of Kuwaiti Engineering Offices & Consultant Houses announces the convening of the “2nd Consulting Services for the Development Plan Forum (ENCON2).” The event is the result of the efforts of the Federation of Kuwaiti Engineering Offices & Consultant Houses in cooperation with the General Secretariat of the Supreme Council for Planning and Development, the Central Agency for Public Tenders, the Central Agency for Information Technology, and Kuwait Municipality. ENCON2 will feature the participation of the Agency for Developing Madinat Al-Hareer (Al-Subiya) and Boubyan Island, Kuwait Direct Investment Promotion Authority, Kuwait Fire Service Directorate, Ministry of Electricity and Water, Environment Public Authority, MInistry of Public Works, Ministry of Health, Kuwait University, Ministry of Education, Kuwait Petroleum Corporation, and the World Bank. Also, the following supervisory authorities will participate in ENCON2: State Audit Bureau, Department of Legal Advice and Legislation, Kuwait Anticorruption Authority (Nazaha), the Financial Supervisory Authority, and the Government Performance Follow-up Agency.
   
  ENCON2 will convene at the Diamond Grand Ballroom of Sheraton Kuwait Hottel on 30 April – 2 may 2019 with the motto “Role of the Private Sector in Execution and Automated Integration among Related Agencies to boost Productivity and combat Corruption.” ENCON2’s motto lives up to significant challenges and ambitions of Kuwait’s development plan 2035 that Kuwait’s government is embarking on to shape Kuwait’s future for years to come.
   
  ENCON2 aims at boosting the efficiency by which the phases of Kuwait’s 2035 Development Plan are executed. It also aims at ensuring that projects are executed accurately according to specifications and within their budgets. Shortening the documentary cycle and significantly limiting variation orders to boost transparency and combat corruption are among the hot topics of ENCON2. The event’s topics, therefore, will focus on increasing the level of cooperation and coordination among all agencies mandated with the delivery of consulting services. As a first step, ENCON2 will discuss the requirements for developing a healthy administrative and technological environment among the executive and supervisory government agencies to automate the issuance of approvals and permissions related to consulting services. The target is the development of a web portal to be the unified gateway for issuing all approvals and permissions related to deliver consulting services for government and private sector projects in general, and especially for projects of the Development Plan. Finally, ENCON2 aims at discussing the best approach to implement Kuwait’s government vision of empowering the private consulting sector to assume the roles of approvals and permissions issuance and execution of projects of the Development Plan, and the best approach to empower the government agencies to carry out an accompanying effective supervisory role only. This conforms to Kuwait’s strategy of mandating the private sector with a more significant economic role.
   
  Finally, ENCON2 will discuss the steps and activities undertaken to implement the recommendations of ENCON1 (17 – 19 September 2017) under the motto of “Towards Professional and Transparent Consulting Services.”

  • Study and discuss how related government organizations’ efforts may be streamlined and unified to eliminate impediments, raise the level of cooperation, increase efficiency and transparency, and combat corruption.
  • Study the options of developing an electronic portal to be the unified gateway for consulting services delivery by government agencies and supervisory authorities including construction projects’ permits.
  • Follow up on Kuwait’s 2035 development plan and the associated projects’ delivery status against their assigned schedules.
  • Study the best routes to increase levels of cooperation and partnership between the private consulting sector and the public sector.
