About EGOV4

E-Services have many definitions. However, as a generic rule of thumb it refers to ‘The provision of services via the Internet (the prefix ‘e’ standing for ‘electronic’, as it does in many other usages. e-Services are the main deliverable of any e-Government program at any country. Through e-Services, E-Government programs aim to automate or transform government services from a manual bureaucratic time consuming processes into modern state of the art online services that can be triggered or used from anywhere on a 24/7 basis. Today’s e-Services must adhere to these minimum basic characteristics:
  • Accessible via the Internet services from anywhere at any time with no location or time restrictions.
• Support various device channels (PCs, Tablets, Mobile phones etc.).
• Deliver services in a secure manner that respects all government, or international standards of information security and privacy.
NoufEXPO, in Collaboration with the Central Agency for Information Technology (CAIT), will hold E-Government Forum – e-Services Perspectives from 27-29 November 2016 at Arraya Ballroom of Courtyard Marriott Hotel Kuwait City. The Forum will focus on e-Services as the basic e-Government program deliverable and will discuss all the aspects related to e-Services through their journey from planning till deployment and continuous improvement.


Attendees from diverse government agencies will gather to engage with experts on a broad range of e-Services topics and issues. EGOV4 will help attendees from the various government agencies in Kuwait to gain the necessary knowledge and understanding of the technical, business processes, and human resources consideration of developing efficient e-Services. Particularly, the Forum will:
  • Provide leading-edge, thought-leadership, and a valuable information-sharing opportunity on e-Services planning, design, development, testing, deployment, and on-going improvement.
  • Explore new technology trends that affect e-Services and hence, implementation of the e-government in the State of Kuwait.
  • Discuss, and for first time in Kuwait, the modern concepts of the user experience and how this experience can be utilized to improve efficiency and effectiveness of e-Services.
  • Benefit from the experience and knowledge of world-class technology leaders in boosting Kuwait’s e-Government program.
  • Present new technologies and solutions related to e-Services full life cycle management.

EGOV4 will be accompanied by a technology exhibition that provides a showcase area where technology vendors can demonstrate their products and services. The exhibition, moreover, provides an excellent opportunity for both vendors and government agencies to get engaged in direct discussions. This helps government agencies in future planning of their e-Services initiatives as well as boosting the business development efforts of technology vendors.

The forum’s Scientific Committee at the central Agency for Information Technology calls for all interested specialists to submit their papers about designated topics. Papers must adhere to the assigned topic and to a time limit of 40 minutes allocated to each paper.

E-Services Excellence Award

e-Services Excellence Award is an award that is provided to the Kuwaiti government agency that deploys the best e-Service through the official electronic portal of Kuwait (www.e.gov.kw).
e-Services Excellence Award aims at:
  • Promoting best policies and efforts within government agencies.
  • Encouraging government agencies’ senior management to speed up development of their e-government initiatives.
  • Building a professional platform of collaboration among government agencies led by CAIT.
e-Services Excellence Award will be announced during the opening ceremony of the 4th e-Government Forum – Electronic Services Perspectives.
Rules of Participation
For this first year, the rules of participation are made easy and straightforward. More strict rules may be applied during the next e-Government forums. The rules for this year are:
  • Only services deployed on the official electronic portal of Kuwait (www.e.gov.kw) may participate.
  • Participating services should have been deployed on the portal for more than three months and running with no serious issues.
  • Services should be directed to the public (G2C). G2G services are not considered for this year.
Evaluation Criteria
The following criteria shall be applied to select the best e-Service:
  • Number of accesses by users.
  • Number of actual uses.
  • Stability of service measured by recorded user complaints.
  • Feedback on service through social media.

Currently, he is managing the Microsoft’s Government Sector in Kuwait (Enterprise, Small and Medium Accounts) including all ministries and public authorities. In this capacity, Ali is mandated with developing and executing citizenship strategy and other country initiatives that increases the impact and the mind share in Kuwait.
