Arab countries are undergoing difficult times and rough turbulence where many countries suffer from social, economic, and political unrest. Regardless of the reasons that led to this situation, it is quite obvious that Arab countries need to move into a better future featuring stability, more abundance, prosperity, and opportunity.
  Information Technology provides countries with the means to start a process of genuine transformation. The e-government programs represent the suitable framework adopted by many countries to enhance government services provided to people. Regardless of its technological nature, information technology became the real business driver and enabler for governments’ projects in education, health, commerce, industry, finance, security, etc.
  The Arab Connected Government Forum – Road to Sustainable Development aims at transforming the e-government technology projects into real business enablers that drive government services towards growth, modernization, productivity, efficiency, justice, and transparency.
  In order to achieve these objectives, leaders, legislators, and e-government program managers should lay out the programs and legislations that make this possible. The Arab Connected Government Forum – Road to Sustainable Development discusses the means, possibilities, and topics that help direct e-government programs towards such a path. The Forum’s future versions should continue the effort and discussions while building a suitable mechanism to monitor progress.


ACGOV1 aims at helping the e-government programs to become one of the main vehicles through which Arab societies are transformed into a new era of sustainable Modernization. This era should promise people, especially, the youth, with better job opportunities and greater integration within modern societies. Specifically, ACGOV1 aims at:
  • Introducing new concepts of the e-government, and how we can deal with information assets as productivity and efficiency enablers, especially in relation to fundamental matters such as education, health, security, including the impact of IoT trends.
  • Motivating effective participation through opening social networking channels and dealing with them efficiently.
  • Highlighting the legislative and legal requirements to move into future information-based societies and spread social awareness about this change.
  • Raising awareness of the systems, processes, and technologies that help protect information assets and privacy on the personal, enterprise, and national levels.
  • Becoming acquainted with the new trends in communications, especially software-based networks and mobile systems that help reach all areas.
  • Generating awareness of new technology trends such as cloud services, big data analytics, mobility, and social networks that are mandatory to build e-government programs on sound technical and business bases.

  A technology exhibition shall accompany the Arab Connected Government Forum– Road to Sustainable Development. The exhibition shall enable the participating global technology companies’ present their related products and services. It is an excellent marketing venue that gathers these companies with technology leaders from all Arab countries under one roof.
  Booths of various sizes (9, 18, and 27 m2) are available for the sponsoring organizations and companies based on their sponsorship level. Booths are available for non-sponsoring organizations as well at an extra cost. Standard booths will include the following:

  The Forum’s Scientific Committee invites all interested organizations and specialists to submit their papers about designated topics. Deadline to receive details of topics and speakers is 20th March 2017. Details should include:

Judge of the Court of Appeal
Dr El-Alfy holds PhD degree from Cairo University on "Crimes Harmful to State Security over the Internet" such as espionage and terrorism. He has his Master degree on "E-Crimes" from Ein Sahms University. Dr El-Alfy has many publication on "Criminal liability for crimes against morality over the Internet" in 2005, "Internet Addiction" in 2008, "Crimes of Electronic Publishing" in 2008, "Cybercrimes between Shari'a and Law" in 2008, and "Security and Legislative confrontation for Terrorism Crimes over the Internet" in 2011.
Chief of the Legal Department at the Juridical Information Technology Center
Dr Janane El Khoury is the chief of the legal department at the Juridical Information Technology Center at the Faculty of Law, Political and Administrative Sciences at the Lebanese University and a lecturer at the "Staff and Command College" of the Lebanese Army. She is a legal Expert adopted by the ESCWA-UNITED NATIONS and by The ITU International Telecommunications Union.
